Naqibullah Rasooli holds a Master’s degree in Development Economics and International Cooperation from Rome Tor Vergata University, Italy, and a Bachelor’s degree in Macroeconomics from Herat University, Afghanistan. His academic foundation, combined with over 18 years of professional experience, has made him an expert in project management, ISO auditing, and business development.
As Founder & CEO of KIA Research & Development Company, Naqibullah led the company in securing and executing over 40 projects, while also establishing partnerships with global certification bodies. His career includes roles such as ISO Lead Auditor for SISBEL, District Development Specialist for UNDP, Project Management Consultant for USAID, and Business Development Manager for CIMA.
Mr. Naci Kirtaș
International ISO Lead Auditor
Mr. Kirtaș as an international ISO Lead Auditor and founder of SISBEL ISO certification body has been in the business since 1997. He comes from Turkey and is based there. Having an extensive experience and knowledge in the field, he has worked in different countries as ISO lead auditor, advisor, project team leader, trainer, consultant, and monitor. He enjoys excellent qualifications and certification in training and auditing the ISO 9001, ISO 14001, ISO 22000, ISO 27001, ISO 13485, OHSAS 18001 18001 ISO 31000, and ISO 20000-1. So far, he has audited 577 companies in Turkey, Afghanistan and around the world. He is well qualified in Turkey as native language and English as second language.
Mr. Attilio Aleotti
Capacity Development Specialist
Mr. Aleotti is a professionally educated expert in Social Economy and International Cooperation and Pedagogy with thesis in Anthropology. He has started his professional life back in 1976 and has so far worked in his areas of expertise in different regions and countries of the world i.e. Italy, Afghanistan, Ecuador, Myanmar, Guinea Bissau, Bolivia, Sari Lanka, Gabon, Guatemala, Serbia, Montenegro, Central America, Nepal, Colombia, El Salvador, Argentina, Tunisia, Cuba, Panama and Costa Rica. He has published more than 10 articles in different publications. His key qualifications are summed up in: Good Governance and Local Economic Development; Formulation of plans and programs; Management of social and economic development projects; Community participation strategies; Communication and information strategies linked with social development programs in rural and urban areas; Training of trainers of community info- com workers; Risk prevention, vulnerability reduction, emergency and post emergency management; Management of health and environmental sanitation programs. He enjoys an excellent qualifications of several languages i.e. Italy as native language, Spanish, English, French and Portuguese.
Obaidullah Amin
Office Manager and Lead Auditor
Obaidullah Amin holds a Bachelor’s degree from the Agriculture Faculty of Kabul University, Afghanistan. With over six years of professional experience, he has developed significant expertise in food safety certification and project management.
As the Office Manager at KIA Research and Development Company, Obaidullah has successfully overseen multiple projects, ensuring their adherence to international food safety standards. He is a certified Lead Auditor at SISBEL and IRQS Certification bodies for FSSC 22000 (version 6), ISO 22000, ISO 9001, ISO 45001, ISO 14001, HACCP, GMP, and serves as an Organic Certification Inspector with CERES Germany Certification Body.
Throughout his career, Obaidullah has conducted audits for more than 150 companies across Afghanistan, assisting them in achieving rigorous certification standards. His experience also includes a one-year internship with the NHLP, a World Bank-funded project within the Ministry of Agriculture, Irrigation, and Livestock, where he contributed to vital agricultural initiatives.

Dr. Ahmad Saeed Mahmoodi

Dr. Mahmoodi is a professionally educated expert in Medical Sciences from Herat University and Master of Science in Public Health (Biostatistics) from Tulane University, United States of America. He has started his professional career in research in 2007 with Columbia University. Dr. Mahmoodi has worked as University Lecturer teaching probabilities, research methodology and public health basics; Research Advisor for ALSE research projects of New York University in Afghanistan, Vice-Chancellor for Academic Affairs at Kahkashan-e- Sharq Institute of Higher Education, Research Team Leader of “Learning for Life Project Baseline and End line Studies” of an international organization, Research Technical Specialist for ANP – Literacy Program of an international organization GIZ-PCP (literacy component) – Police Behavior Change Survey, Vice Chancellor for Admin & Finance at Kahkashan-e-Sharq Institute of Higher Education, Monitoring and Evaluation Senior Officer at CRS- Afghanistan and Research Senior Supervisor with Columbia University. Dr. Khadem Hussain Saeedi

Mr. Saeedi is a professionally educated expert in Biology from Herat University and Master of Science in Zoology from Delhi University, India. He has started his professional career in 2003. He has project data officer for Humanitarian Welfare Association, Civic Educator at Joint Election Management Body, project at Organization of Human welfare, education manager at Organization of Human Welfare, head of department and university lecturer at Kandahar University, deputy dean of Education faculty at Kandahar University and Master Trainer and Curriculum developer for ANP – Literacy Program of an international organization GIZ-PCP (literacy component). He has been involved in several capacity building projects since he started his career. He is qualified in Persian as his native language, Pashto and English as his second language.
Dr. Farid Ahmad Farzam
Business Development Expert
Dr. Farzam is an international educated expert in Economics, Business and Policy Development. He has extensive background i.e. more than 12 years in Business Development with private companies, policy development, lecturing in public and private universities, currently he is chancellor of public administration faculty of Herat university and lecturer economics faculty of Herat university. He is professionally skilled at Dari, Pashto and English.
He holds PhD in Policy Development Program, Ritsumeikan Asia Pacific University, Japan, Master of Science in International Cooperation Policy, Ritsumeikan Asia Pacific University, Japan, Bachelor in National Economics from the Faculty of Economics of Herat University, Afghanistan, and Certificate in Macroeconomic and Monetary Policy, Ruhr University, Bochum, Germany. Dr. Farzam works with KIA as senior business development expert part time. He is the author of 10 scientific papers and books published on International and National scientific journals.
